Francisco Costa Leite

Francisco Costa Leite is an of counsel at Abreu Advogados since 2022, working primarly with administrative law.

He has been involved in tender procedures in the field of public procurement, as well as in pre-contract and contractual litigation.

He has advised clients in various special fields, such as public procurement, public-private partnerships, concessions, the civil service employment regime, cultural heritage, administrative litigation and in general administrative procedures.

In the area of litigation, in addition to his experience in cases of great technical complexity, his intervention in all essential procedural stages, from the pre-litigation stage to the judicial stage with the monitoring of all the corresponding procedural stages, including the drafting of appeals to higher courts, with several interventions as a lawyer before the Court of Justice of the European Union.
